Washington Post reported that Bush who brought about harsh criticisms from the international society by the withdrawal from the Kyoto Protocol, will propose an alternative measure before he departs for the visit to 3 Asian countries. WP reported that Bush still objects to the international agreement to strictly restrict the gas emission but he will provide a `gradual and prudent` framework that the U.S. takes part in.
U.S.`s Alternative: the alternative measures proposed by the Bush administration by now were released at the annual report of the Presidential economic council on 4th.
The most serious concern of the U.S. is to combine the volume of the gas emission with the economic production. The U.S. argues that the allowed emission goal must be set by linking the volume of the gas emission to the economic scale. The Kyoto Protocol regulates the maximum amount of gas emission without regarding to the economic scale. The alternative measure will make the U.S. or other countries that are rapidly growing to increase their total gas emission. In relation, the U.S. report pointed out that "by setting up such flexible goal of the gas emission, the total gas emission will be reduced without damaging the economic growth."
Another alternative proposal of the Bush administration is to introduce the transaction of the emission quota among business. The Kyoto Protocol allows the countries that produced the gas less than the assigned quota to sell the rest of its quota to the countries that need more. Bush wants to extend the transaction between the countries to the individual business sector to reduce the environmental burden of the business.
Expected Responses from the International Society: the U.S. that takes 36 percent of the total gas emission has protested against the Kyoto Protocol that obligates the U.S. to reduce it to 7 percent by 2012. The related countries have 7 general meetings for the implementation of the Kyoto Protocol by now.
