[Editorial] Nuclear War in Korean Peninsula Must Not Break Out By Any Means.

The report, ` Nuclear Posture Report(NPR) `of U.S. Defense ministry causes deep concern as it revealed intention of George W. Bush administration to monopolize leading international situation according to their desires, after 9.11 attack.

The U.S. changed its strategy to utilize nuclear arsenal for actual weapons and 7 countries like North Korea are potential countries for nuclear attack, as stated in the main part of the report.

The U.S. broke its strategy to use nuclear weapons for preventing war and prepares for utilizing it as means of warfare, therefore, international society`s paradigm surrounding Nuclear has no choice but to be changed basically.

Thus U.S. urge to prohibit nuclear expansion, by displaying nuclear proliferation treaty (NPT) has lost its persuasive power.

Antinomy theory that requests nuclear proliferation to others, promoting development of new nuclear weapons aiming at destruction of weapons of mass destruction (WMD) by itself, is hard to persuade other nuclear powered countries or possible countries to develop.

The excuse for establishing Missile Defense system (MD) of U.S. has also weakened highly.

The U.S. which has complete preparation capacity on WMD including offense and defense might be severe threat to hostile countries and as a result, it can be connected to competition of military expenditure.

It causes concern regarding its influence on international society, however, anti-influence, especially, that will come to Korean peninsula is our main cause of worry.

There is big possibility that North Korea, which is excited by stern speech of President Bush, the axis of evil`, judges being pointed out as potential country for nuclear attack as a serious challenge to them.

Tension in Korean peninsula which nearly overcame crisis through Geneva agreement and North Korea`s suspension of launching missile, should not rise again due to shift in U.S. policy.

The U.S. should abandon the intention to solve out dispute between the North and South by Nuclear weapons.

Didn`t the U.S. lead joint declaration on the de-nuclearization of the peninsula? Government should persuade the U.S. with a strong mind that it must block unfortunate situation which can result in breaking out of nuclear war in Korea peninsula, too.
