On February 17, Thomas Hubbard, the U.S. ambassador in Korea, Bahn Ki-moon, the foreign minister, Cho Young-gil, the defense minister, and General Leon J. LaPorte, the commander of U.S. Forces Korea (from left), held a lunch meeting at a certain restaurant at the 63 Building in Seoul. The unofficial high level council between the two countries, Two Plus Two Conference, was held for the first time since the Participation government was initiated.
