On November 3, Kim Man-bok, the chairman designate of the National Intelligence Service (NIS), reportedly called for an investigation into the “Ilsimhoe scandal” or Hamaeum Club scandal involving student activists-turned-political figures—the so called 386 generation.

When the investigating team for national security gave a report as a part of preparation for a scheduled personnel hearing on Kim’s appointment, Kim stressed, “Government prosecutors should thoroughly examine the student activist spy scandal based on facts and clear evidence under the command of Kim Seung-kyu,” said a source from the NIS.

He stated, “The NIS is the last bastion of national security and safety of our people; it should investigate every inch of the matter,” adding, “I hope to extend my willingness to encourage the related prosecutors not to worry about outside influences and to concentrate on the case.”

On that day, the intelligence agency requested the court extend the investigation period for 10 more days for Choi Ki-young (41), deputy security-general of the Democratic National Party, and Lee Jin-gang (43) under police custody. The NIS plans to hand the case over to prosecutors of the public safety department in the Central Prosecutors Office in Seoul around November 10.

In the meantime, prosecutors assigned criminal department 1 (Chairman Chung Byeong-du), which specializes in cases involving public officials, to deal with a case filed by families of the arrested suspects. The family members accused the president of the NIS, Kim Seung-kyu, of the fact that the president publicized espionage activities through an interview with press.
