'소녀매춘부 50만명' 발원지는 김강자 전 과장

미국의 워싱턴포스트지(WP)가 "한국에 소녀 매춘부 50만명이 있다"고 보도한 것은(매춘부 분포도) 김강자 전 경찰청 여성청소년과장의 말에 근거했던 것으로 밝혀졌다.

WP는 당초 국제연합아동기금(유니세프) 자료에 따라 그같은 보도를 했다고 밝혔으나 한국 유니세프측이 확인을 요구하자 국제아동기구인 ‘어린이매춘·포르노거래근절운동(http://www.ecpat.net)’(이하 엑팟)으로부터 자료를 얻었다고 말을 바꿨다.

엑팟의 홈페이지에는 한국의 ‘어린이매춘’ 실태를 소개하면서 김강자씨의 말을 인용, 한국의 어린이 매춘부가 50만명에 달한다고 밝히고 있다.

이 기구는 “한국의 첫 번째 여성 경찰서장(전 종암경철서장)인 김강자씨가 한국엔 120만명의 매춘부가 있고, 이 가운데 미성년자가 50만명에 이를 것으로 추산했다”고 소개했다.

또 “김강자씨에 따르면 ‘미아리 텍사스’촌에는 1500명의 매춘부가 있고 이중 80%는 나이 어린 사람들이며, 공권력 투입에도 불구하고 여전히 매춘이 행해지고 있다”고 덧붙였다.

이 같이 ‘엑팟’에 올라있는 김 전 과장의 발언을 워싱턴포스트가 확인 과정 없이 그대로 기사에 인용한 것.

해당 기사(분포도)의 자료 수집을 담당했던 워싱턴포스트의 스미스 기자는 지난 31일 유니세프 한국위원회와의 전화통화에서 “유니세프에 한국의 소녀 매춘부에 관한 자료가 없어서 엑팟의 자료를 인용했다. 이 사실을 정확히 밝히지 않고 유니세프의 자료인 것처럼 표기한 것은 실수”라고 밝혔다.

그는 또 “왜 한국에 직접 확인하지 않았는가”라는 유니세프 관계자의 항의에, “한국의 고위직 여성 경찰이 한 말이라 의심 없이 사용하게 됐다”고 답한 것으로 알려졌다.

이에 따라 유니세프 한국위원회는 “워싱턴포스트에 자료 출처를 유니세프로 밝힌 부분에 대한 수정을 요청한 상태”라고 밝혔다.

김강자 전 과장은 31일 “이름은 기억나지 않지만 지난 2000년 외국 언론과의 인터뷰에서 ‘한국의 가출 청소년은 50만명이고 이 가운데 많은 여자아이들이 매춘에 종사하고 있다’고 매춘의 심각성을 말한 적이 있다”면서 “이 내용이 잘못 전해진 것으로 추측된다”고 말했다.

그는 “엑팟과 워싱턴포스트에 잘못된 부분을 수정해달라고 요청하겠다”면서 “그러나 당시 많은 언론과 인터뷰를 하면서, 일일이 기억할 수는 없지만, 어린이 매춘의 심각성을 알리기 위해 조금 더 심각하게 얘기했을 수도 있다”고 말했다.

그러나 그는 지난 2000년 1월12일 중앙일보와의 인터뷰에서 “미성년 윤락녀가 50만 명도 넘을 것이라고 하는데 그들을 보호할 시설이 턱없이 부족하지 않느냐”는 기자의 질문에 “그게 이제부터 해결해야할 과제 중 하나다. 빨리 대책을 마련해야 된다”고 답변, 50만명이라는 숫자에 이의를 제기하지 않았다.

그는 또 2000년 4월 숙명여대 개최 아시아 여성 강좌에서는 “전체 윤락여성 1백20만명중 30%인 36만명이 12∼14세의 미성년 윤락녀”라고 말한 것으로 전해졌다.

하지만 미성년자 매춘부 숫자에 대한 그의 주장에 대해 WP의 이번 보도 이전엔 국내의 어떤 시민단체나 정부, 언론에서도 이의를 제기하지 않았다.

한편 여성부는 워싱턴포스트와 엑팟에 항의서한을 보내고 정정보도를 요청할 계획이라고 1일 밝혔다.

여성부는 항의서한에서 “한국형사정책연구원이 여성부의 의뢰를 받아 조사한 결과 지난 2002년 현재 성매매 종사 여성의 수는 약 33만명”이라며 “이중 청소년은 일부에 해당되므로 50만명이라는 숫자는 근거가 매우 희박하다”고 지적할 계획이다.

Research indicates that child prostitution can be found throughout South Korean society. Karaoke bars, ""ticket'" teahouses (where children are found to provide sex), massage houses, restaurants, video-viewing rooms, nightclubs and brothels are locations where child prostitution is known to exist. The age of the children victimised is decreasing. There has also been an increase of the procurement in sexual services through the use of electronic media (cyber sex) and "telephone chat rooms". Prostitution using new media accounts for approximately bout 10% of total child prostitution.

According to the Supreme Korea Public Prosecutor's Office, more than 5000 teenage girls were arrested in prostitution in 1998. Seventy percent worked in saloon bars, 804 girls were found in brothels, and 341 girls were under 15 years old, including 3 girls under age 11. South Korea's first female police chief Kim Kang Ja estimates that of South Korea's 1.2 million prostitutes, 500,000 are minors.

Officials from the Overseas Workers Welfare Administration estimate the number of Filipinos in the entertainment industry in Korea to be around 1,000, and that those prostituted around the U.S. military bases totals approximately 600. The officials attest that the women recruited are very young and mostly from Central Luzon, specifically the Pinatubo area.

In an area known as "Texas Miari" named for the American soldiers who popularised the area, it is estimated by Police Chief Kim Kang Ja, that 80% of the 1500 prostitutes were underage victims of prostitution. While some of the area's brothels have been closed down due to police action many are still in operation and many more exist in other parts of the country.

The lack of opportunities for women in South Korea is a factor contributing to the problem of underage prostitution. According to statistics collected by the Christian Science Monitor, 91 percent of male college graduates found employment in 1998 compared to 57 percent of women graduates. Furthermore, the wages earned by employed women are far less than those earned by men. Where women can earn as much as $4000 a month in prostitution, those working as store clerks or secretaries are not likely to earn much more than $600 per month.
